Indigo Appeal Rejected - No POPLA Code

Hi,
This is my first post here so please forgive me if i'm doing anything against the rules. I read through the FAQ n whatnot.
The driver parked in an unmarked area in the Bedford car park on account of the car park being full, though the driver was not obstructing anyone in any way whatsoever, far from it.
My question is, is this really the case? I've seen other people have contested indigo PCN's in the past month that occurred at railway station car parks yet they received POPLA codes.
I am simply shocked by the fact that in essence, they charge the driver and the other person's day of parking (8 quid), that's 8 quid they wouldn't have gotten if the driver hadn't parked there, and then on top of that they charge me 60 quid for breaching their terms, all the while the driver is still at least 8 meters away from obstructing any other car. Of course I know that they don't operate on human reason but it's still a little frustrating.
This thread mirrors almost exactly the driver's case (apart from the fact that he actually got a 10 digit code): "NCP appeals response - would appreciate opinions"

Indigo have stopped providing access to POPLA in some seemingly clandestine arrangement with the BPA.
I would make a complaint to the DVLA and ask them to confirm or otherwise whether they have sanctioned this arrangement and whether they are prepared to leave you stranded from Alternative Dispute Resolution having handed your personal data over to a private parking operator. Ask if the PPC requested your data electronically, under the KADOE contract they have with the DVLA.

As you will likely be aware from reading other similar Indigo threads that you need to get your case to time-out beyond the 6 month time point after which no criminal prosecution can be pursued by the TOC.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

edit post #1 and remove any hint of who was driving
then read RECENT indigo railway threads to see the whys and wherefores on this lack of a popla code issue
they are no longer providing them and there is no ADR for you
after 6 months the issue times out as regards any penalty notice and magistrates court
yes they USED TO provide popla codes , but some back handed deal has been made to stop popla codes for bylaws issues0 -

although you have tried to edit post #1 , you have failed to address the issues
THE DRIVER is the one who was drivng on the day in question, so the events of that day happened to THE DRIVER
the paperwork came to THE KEEPER
those are the correct two terms to use when writing about these events

It's worth bearing in mind that Indigo/PCN Admin centre/ZZPS/Wright Hassall etc, all claim that the "owner" is liable for the charge.
It may also worth sending them a copy of your V5 that clearly states on the front, in big capitals that "this document is not proof of ownership"...
Title of Ownership of your vehicle could belong to a finance company, or your partner, parents etc.
I also like to ask them if the case went to a magistrates court, where does the penalty fine go to? And how many of these do they push through to the magistrates....
Bless 'em - one day they will all get their sh17 together, and then we'll be in trouble, but I think that is a long way of happening<--- Nothing to see here - move along --->0
