I have reclaimed PPI and had a partial refund earlier this year. It is now being regarded by LA to be income for this year rather than for 2012 when I first requested it.

It's income for the year you are paid the refund, it doesn't matter when you first complained.
How could it be "income" five years ago if you never received it then?0
