Help with POPLA appeal

PALS COMPLAINT:

This is what I have come up with...wanted to post before I send it.

As keeper of the car I have received what I believe to be an unfair parking ticket from parking eye at your xxxxx hospital car park.
The patient who was visiting at the time was 38 weeks pregnant with obstetric cholestasis, and had to have repeated trips to the hospital every 2-3 days for tests and scans etc. The patient visited several times over the 2 weeks around the date of the event and the vehicle was parked in the car park.
The PCN states that on one of these occasions parking was not purchased for the time parked or the vehicle overstayed the time in which paid to park.
The pcn was sent 5 months after the event and the driver does not recall overstaying or not purchasing parking on any of the times visited over those 2 weeks where the patient was back and forth to the hospital.
If this is not the case then it was genuinely not intentional as all the other times visited those weeks the parking was paid for.
For the sake of £3 I (the keeper) have now been informed to pay a penalty off £100.
Please consider the vehicle was parked for a genuine patient and that it was a very stressful time with the complications of the pregnancy.
Based on the reasonings above I would appreciate your support in cancelling the charges in this instance.
