PIP Not Being Backdated For DLA Recipients

I have been awarded PIP standard daily living and enhanced mobility rates and applied for PIP back in September this year.I currently get DLA low rate care and high mobility and the DLA was an indefinite award. I contacted PIP as was confused regarding the date they say my PIP will start which, in the letter, is 12th December as this is when my DLA will end and my first PIP payment will be in January 2018.
I thought that the PIP difference amounts/shortfall from my current DLA rates would be backdated to September from when i claimed however was told that PIP is not backdated for people who are getting DLA? .PIP begins 4 weeks from when the decision maker made his decision(letter dated 13th November) and not from the date the application was made. The chap at PIP said that had i not been getting DLA then my PIP claim would be backdated to September when i applied so means that I and many more people who are already getting DLA are not entitled to backdated PIP. Has anyone else experienced this?

yep, that's the rules. It's so that people who get a lower or no award on transferring to PIP don't then have to repay the difference0

Yes PIP is not backdated if you were originally claiming DLA. This is because you were transfered from one to the other. It's only backdated for those who weren't claiming DLA previously. This has always been the case.
