Two Spurious Charges - One Refund - LBA

I paid two PCNs, one at the first letter and one at the second letter because I never received the first. I only paid to get them off my back.
Since then, I have discovered that there was a fault on their system and that lots of people were also charged wrongly on the same dates. I received my un-cashed cheque back for one (with an apology for a ticketing error) and I paid by debit card for the other. I haven't received a refund for the debit card charge and I'm going to write a letter before action.
Who should I send it to, the Parking Company or their debt collecting arm who actually took the payment?

The Parking Company - the debt collector was acting on their behalf, but don’t expect an easy ride. Watch one pass it to the other, then back again.

WOW...you're a regular MSEer and paid two scams, three figures altogether!
Don't do that again.
And it's only Britannia. Why on earth do people ever pay these? It's a letter chain we've all laughed at for a decade, why pay the scam?
Also, being an MSEer, why not just put the debit card payment into dispute with the card company & get it reversed?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yeah, thanks for the lecture.
At the time, I hadn't kept my receipts and had no way to prove I had paid. I didn't know I was one of many people wrongly charged and I paid up not wanting to have the anxiety of what might arrive in the post next.

The point I was making was, the advice on how to beat these was here all along, and it's nothing to do with whether you were 'wrongly charged' or not, that's irrelevant.
None of these private PCNs is justified or payable.
No-one here pays these, nor worries about letter chains from DR Plus.

The 'within seven days' letter was sent but before it has even been signed for, they have agreed to refund me.
They said "I have looked into these PCN’s and they have been issued due to a delay in us receiving the machine transactions".
Hm, really? Anyway, when the money actually hits my bank account, I will be contacting the local press to see if there were any more unlucky punters fined while their system was borked.

A quick update.
Have now received a full refund for both PCNs.
