Best Fixed Rate Savings Account (Non-ISA)

Martin's article seems to be a little outdated now. And with all this talk about a possible drop in interest rates I'd like to tie a little of my money up for a couple of years.
Is there a decent list I can consult to see where I should put my money for 1 to 3 years?
There are similar articles/threads for instant access and ISAs but not one for fixed rates (from what I can see)
If someone wants to hijack this thread and create a list like the others, be my guest
Any help appreciated

Best I can seem to find is Anglo Irish at 6.75% - I seemed to miss out a few weeks ago when they were all offering closer to 7%

I approach those websites with a bit of sceptism as like Martin keeps on saying they are paid on commision and their ratings can some times be biased.
