Alternatives (assuming you don't get an increase) are to turn it down and apply for the fast stream or take it and apply for the fast stream. The fast stream is heavily competed but salaries start around £28k and the experience you'll get in this role will be useful in going through the assessment process.
Do bear in mind that less than 1 per cent of graduates who apply to the fast stream are successful. And in any case, the point about fast stream is not that it is highly paid (often it only pays as well as an EO or HEO position) but that it prepares you for rapid promotion to the very highest grades.
However, as a civil servant you will have access to a wide range of unadvertised vacancies for which only civil servants can apply. Some of these positions are extremely attractive. Do bear in mind that your manager will know if you register for the section of the web page that lists these vacancies, and if you apply for any of them.0
