Reasonable waiting time for a refund

Hi all,
I had tickets to see Lady Gaga in Hamburg on 29th September but the European tour was postponed until next year. We were offered the choice of rescheduled tickets or a refund. As I don't live in Germany and can't afford to make another trip over there I requested a refund straight away. (I couldn't cancel my hotel and flights so already lost money on this event, although enjoyed a nice weekend away so can't complain!)
I received an email from Ticketmaster (Germany) on the 26th of September saying that my refund request had been accepted but that refunds were taking longer than usual due to volumes. Fair enough, but nearly 2 months later I'm still waiting and this seems like long enough to deal with what should be a relatively automated system. I emailed them at the beginning of November to find out how long they expected the refund to take, but received exactly the same email in reply, which must be their stock 'copy and paste' response to all requests.
I just wondered what people think is a reasonable amount of time before I should take my complaint further. I know in British consumer law they say about 30 days is reasonable, but I don't know if Germany has different trading standards.
The concert has been rescheduled for next year and i'd like to buy tickets for a UK date, but can't afford it until I get my money back (they were quite pricey seats). I'd even happily accept a credit note/voucher as I'll be spending it with them anyway, and included this in my second email but that was ignored.
