Transferring child benefit contributions

My husband is reaching retirement age (tomorrow!) and won't be getting the full state pension. We would like to transfer some of the contributions I got from receiving child benefit as I was working at the time so it won't affect my pension. I spoke to someone at DWP and they said I can't transfer them until I reach retirement age (which is 12 years from next Tuesday). That doesn't seem right to me and I have had mis-information on his pension when speaking to other people within the DWP.
Does anyone know if we can transfer the child benefit credits? The forms I have seen online seem to say we CAN transfer them.
In case you need this info: we are married and have always been married since receiving CHB. Our children are 25 and 26 years old respectively,. The period I would like to transfer to him I was working and he was at home.
Thanks in advance for any help.

You would have received Home Responsibility Credits rather than National Insurance Credits.
Jut complete the appropriate claim form , send it off and see what happens.
If you are not eligible then you will receive written confirmation.0 -
Thanks for your reply sheramber. Yes, they were Home Responsibility credits but they are showing on my pension statement as NIC. I filled in an online form to get my CHB number so I can complete the transfer form.

Transfer of Credits?

Transferring entitlement to credits for parents and carers
From 6 April 2010, if the person who was awarded Child Benefit already has a
qualifying year on their National Insurance account during the period of credits for
parents and carers, their spouse, partner or civil partner can apply to transfer the
credits to their own National Insurance account. Certain conditions need to be met
for the credits to be transferred. These are:
• you reached State Pension age on or after 6 April 2008, or in the case of a
bereavement benefit claim your spouse or civil partner died on or after that date
• the Child Benefit claimant cannot get credits because their earnings were equal
to or above the qualifying earnings factor for that year
• you were living with the Child Benefit claimant for the relevant period and you
were sharing the care for a child under the age of 12
• you would have been able to get Child Benefit if your spouse, partner or civil
partner had not made a claim for it0 -
Thanks for your reply xylophone - so are you saying my husband should fill in the HRP form for the years we want to transfer? I thought I saw a form somewhere to transfer the NIC (which have already been converted onto my pension statement).
This is so confusing.

The notes here concern HRP.
https://www.gov.uk/government/publications/national-insurance-application-form-for-home-responsibilities-protection-cf411
How to apply
Fill in application form ‘CF411 Application form for Home Responsibilities Protection
(HRP)’ if you were:
• awarded Child Benefit for a child under 16 and you think that HRP is missing from
your National Insurance account
• not the person who was awarded Child Benefit for a child under 16 – we may be
able to transfer HRP from the Child Benefit claimant’s National Insurance account
to your account if you reach State Pension age on or after 6 April 2008 (Note:
please also see ‘Transferring entitlement to HRP’ below.)
Transferring entitlement to HRP
Sometimes the person who was in paid employment claimed Child Benefit, rather
than the person who was staying at home to care for the child. For tax years from
6 April 1978 to 5 April 2010, if the Child Benefit claimant already had a qualifying
year on their National Insurance account during the period of HRP, their spouse,
partner or civil partner can apply to have the HRP transferred to their own
National Insurance account.
You need to meet certain conditions for HRP to be transferred. These are:
• you reached State Pension age on or after 6 April 2008 or, in the case of a
bereavement benefit claim, your spouse or civil partner died on or after that date
• the Child Benefit claimant cannot themselves benefit from HRP because their
earnings were equal to or above the qualifying earnings factor for that year
• you were living with the Child Benefit claimant for the relevant period and you
were sharing the care for a child under 16
• you would have been able to get Child Benefit if your spouse, partner or civil
partner had not been awarded it
• you are a family member who cares for a child under 12 where you are related to
the child, you can apply for Specified Adult Childcare credits instead
Go to https://www.gov.uk/boost-state-pension/overview for more information. If you are
a parent you may also want to look at ‘Transferring entitlement for credits for
parents and carers’. You need to fill in form ‘CF411A Application form for credits for
parents and carers’. For more information on credits for parents and carers
go to https://www.hmrc.gov.uk0 -
We meet all the criteria! Thanks for your input and the links xylophone.

I thought that this was only post 2010 ?
National Insurance Credits replaced Home Responsibility Credits in April 2010.
Hence the claim form for th transfer of National Insurance Credits referring to April 2010.
The OP's claim refers to Home Responsibility Credits which applied up to April 2010.0
