Extending into detached garage

I'm looking for advice for an extension that I am thinking about.
Basically I live in a new build semi, with garage. The garage is detached from the house but is a semi detached garage (joined to next doors garage - not the house we are attached to).
I am looking to extend off the rear of my house, enough to join into the garage, to make use of the garage space (not used for car or storage currently)
Is this possible? - My brother in law is a builder and can build it for us. I am wondering whether this would be permitted, planning-wise?
