Why Do I Have To Prove My Innocence?

I dropped off friends near Australia House yesterday and parked in a marked bay and immediately phoned the parking number. I often park in central London so all I had to do was confirm registration and security number of my card. The call is timed at 1532, I paid for 45 minutes. I found my friends who had cleared up a query about a visa and we returned to find a Penalty Charge Notice from a Civil Enforcement Officer stating that it was believed I had ‘Parked without payment of the parking charge.’It was timed at 1544. What was it that caused this person to believe I had not payed? Are they just trawling? The time is texted to one’s mobile phone and a further text is sent when only ten minutes is left so that alone is proof enough. My point is that this is a totally spurious fine which has no chance of succeeding so why is it incumbent upon me to prove my innocence? What will happen if I just ignore all correspondence completely?
