So will you be writing to your MP, or just bumping your gums here? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I may well write to Chris Grayling and Bernadette Kelly at the Department for Transport0

**UPDATE**
Really disappointing response from Argos over a £100 PCN for unknowingly spending 20 minutes over the allocated parking time on a retail park.
After emailing the CEO's office to complain, I received a call from one of their team where I was told 'Argos were unable to assist in the revoking of any parking fine imposed'. They wouldn't even give me the name of their landlord or managing agent so I could contact them.
I then emailed the CEO's office again to express my dissatisfaction with the response.
I received the following email this morning:
Dear XXX,
Thank you for your further correspondence that has been received into the office. I have been asked to continue to respond to you following our previous correspondence.
I am sorry you remain dissatisfied with my response. I must advise that Argos are unable to assist in the revoking of any parking fine imposed whilst parking on the Green Retail Park.
Should you remain unhappy with my response, I must advise you to seek further independent advice in this matter.
This is really poor, as no interest shown whatsoever in helping a customer who was spending money in an ARGOS store and then got a £100 fine for the privilege.
I'm hopeful of a more customer-focused approach from Costa Coffee and Whitbread this week.0 -
Argos unlikely to have direct access to the PPC. You need the Managing Agent. Also replied on your other thread - why start another new thread? Please note, we are not a legal advice forum. Because I wanted to highlight Argos's lack of support in the tile0

**UPDATE**
Third and final PCN overturned for parking 20 minutes over the allocated time on Oldbury Green Retail Park.
Contacted Argos and Costa Coffee in the first instance to seek assistance - Argos were of no help whatsoever, and while Costa investigated it further for me, they claimed they had no control over the landowners choice of parking management system.
So next I contacted the property management agency Workman and detailed my case - I received a prompt email to tell me the PCN would be processed for cancellation.
All 3 of my PCN's have now been overturned by complaining to the owners of the land and I've saved my self £270 in PCN's.

Well done - always worth complaining to the landowner0

Thanks and yes it is .. I found the best strategy was to copy in managing agents and landowners (the more senior contact the better).
At the end of the day, most of these people don't want unhappy members of the public creating a negative buzz about their company or their tenants' stores / brands.

well done .......
so ...
now lots of letters / feedback / facebook letters to Costa and Argos telling them you and your family will never darken their stores again "
and also let the know that you will be complaining to your MP as below
this is a copy of a post by Bargepole ....
"Some action at last:
http://services.parliament.uk/bills/2017-19/parkingcodeofpractice.html
This Private Member's Bill has Government and cross-party support, and stands a good chance of making it into statute.
The full text of the clauses will be published nearer the date of the second reading, but my sources tell me it's something we should support.
Now would be a good time to write to your MP urging them to support it."
good luck
