In dispute over bill - can Garage refuse to give you your car?

They can withhold your car in lieu of payment, They can give you a reasonable time in which to pay them, and then they can sell your car and take from the proceeds the amount they are owed and return the outstanding amount if any to you.
You can by all means pay under protest, and dispute the costs in a civil court.
I your car is on four court and you simply take it, its not theft, you cant steal something that belongs to you and they would then have to seek payment through civil courts.
You could ask them to take the parts off, But you WILL be charged for this, the likely hood of having your parts available to be put back on is as about as likely as being struck by lightning on a cloud free day.0 -
