Then something is wrong, seller protection is a right and not up to PayPal to say no to. Phone them again, ask them *exactly* why you are not entitled to seller protection, have you checked yourself to make sure you are eligible?
I think the issue is the terminology the OP is using. This is not an appeal (and he/she keeps calling it that). It is a demand to invoke seller protection. You can lead a horse to water....0 -

I did say to them that I should be covered by seller protection and they said I was which is why they defended me against the the buyer's card company. However as I said, they (the card company) decided in the buyer's favour.0 -

If they've told you that you are covered, then you need to ask them to INVOKE it. That means, they pay you for the reimbursement that you make to the card company.
Open the page to the link I gave earlier in the thread and read it verbatim to the CS rep you next speak with. As long as you BOTH understand what the link means you will end up with your transaction covered.
