There would be ways of narrowing down what caused it. Any paint transfer, how high the dent on the back panel is compared to the height of the front/back of the other cars. Not guaranteed but a possibility.
Although I wouldve thought most car on car accidents would be dooring resulting in dents or low speed manoeuvres resulting in scrapes. So if its an actual dent (and higher up), perhaps it was from a door or perhaps even a trolley.
I can see why they'd only give it to insurers or police - else what would stop a scammer parking a slightly dented vehicle, asking for cctv then sending demands to any car owner who parked next to them saying they'd been provided cctv evidence by security?
Not sure how much use the video will be though if security are saying they can't see at what point the damage was caused or who caused it.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -

Personal data is data that can be used on its own or together with other data to identify a living individual. Also where it says identify it means tell them apart, that you'd be able to pick them out or distinguish them from others - you don't have to know their identity/name.
Although I suppose if its registered to a company or a deceased individual then it wouldn't be personal data. But the drivers image - which likely would have been captured as they exited/entered the vehicle & elsewhere would be personal information.You keep using that word. OP you will either have to pay up for this yourself or go through your insurer which through no fault of yours are both going to cost you. The ts and cs of your insurance will be that you have to notify the insurer of this accident regardless although most would not.
As there is damage and the culprit drove off it should also be reported to the police.0 -

Who is employed by the police so it won’t be edited.0 -
Actually the data controller for the video footage would be the car parking company not the police and I doubt very much that they would start editing out VRN's on video footage being provided to the police.0

But the police e would not hand that copy over to the OP because it had not been sanitised, which would be the correct t action as it would be considered as evidence in a criminal investigation.
Insurers may get a similar copy to aid their investigation but any copy that OP gets would have to be cleansed.0 -

Are you forgetting the fact the OP is entitled the the registration number under the road traffic act so there is no need to edit the footage?0
