Collection only - not collected

A common problem - I have sold a large collection only item, but despite the buyer messaging me to say they would colllect last Thursday or Friday. Since then I’ve heard nothing.
I don’t really want to raise a NPB in case they actually pay via PayPal. If I issue a cancellation due to address does the buyer have to agree to the cancellation? I had other bidders, so want to do a second chance offer. I was looking for the quickest option!

    I've cancelled a few things when the buyer has backed out of the sale. Its easier than forcing them to pay for something they don't want. It has always been automatic. I chose the option that there is a problem with the buyers address. I have never done this with a collection item though.
