What exactly do you mean by building regs? What regs am I to be aware of when carrying out this kind of work? It’s already a room that leads out onto the garden, the cellar is not underground

I’m confused. If it’s not a cellar then why are you calling it a cellar? And why has it been tanked if it isn’t underground?
I probably don’t need an answer. You could probably have just asked about plastering a room.Everything that is supposed to be in heaven is already here on earth.
