Billed, paid, now asking for more

Got an electrician around to quote for rewiring our small house (London 115sqm). He quoted 12k + VAT - we said ha no that's way too much and left it.
Then we asked him to quote for a quick job (isolating the power and putting in a safe 2-socket). He said "£160 +Vat" written in email, no breakdown of costs, that's all. Got him in, billed us same day, paid same day. Done.
Now he's emailling saying he'll take 1k off rewire quote and if we don't go with him the isolation work cost was labour only and we owe him £40+VAT for materials.
Is this legit? Is this how electricians do things? I have a feeling he's trying it on.

Needed to certify all power in house was off for ceiling removal plus electrical cupboard removal, then a live safe socket fixed. Since 10 other electricians weren't answering phones, returning voicemails or replying to emails we had to go with the one who did.0

£160 + VAT seems perfectly reasonable to me, but I would not be paying an additional bill.
