Locking bedroom doors - one side only

Me again, sorry 
In our development project, we are making one '4 bedroom' apartment (and two 2 bed ones), to do holiday lets from.
In the 4bed, we would like the ability to lock some of the bedrooms so that we can offer it to smaller families (without the risk of them using all the rooms) by locking some of the rooms.
These would all be ground floor bedrooms, but still the 'inspector' (can't remember if it was building or fire) doesn't like the idea of a simple key lock 'in case we lock someone in the room'
Can anyone recommend an 'attractive' door lock that can be key-locked from outside but that has a 'thumb-turn' lock on the inside.
I suppose we could just use standard bathroom type thumb locks and get the 'special tool' to lock them but we wonder if that is too easily unlocked again.
Suggestions?

the standard solution is key operated door latch that can't be dead locked from the outside.
the knob style looks ok something like(not sure if it deadlocks)

This is complete madness tell them to get lost, there is no provision in the regs for this sort of stupidity.
I am trying to think of a scenario whereby you accidently lock someone in a room and both parties are unaware for long enough that that person gets left in there and burns to death. I assume these rooms will have windows.0 -
hotel door knob seems to find the right sort.

Surely you just use Yale locks? That's what most small B&Bs seem to use, so they're easy to escape from, yet are properly lockable from outside.0
