Help with Barclaycard PPI

Hello,

Apologies if this has been posted already, but I've been looking around, and cannot find the answer I am looking for.

My query is this:

My husband recently put in a claim for a PPI refund with Barclaycard which he took out in 2006. They responded with a result and a cheque, however they told him that he did not 'complain within the time period advised and so we are rejecting your complaint'. They had apparently written to him in 2013 regarding PPI claiming, but because he didn't do so back then, the time has now 'expired' and he is not eligible for a PPI refund. If he has an exceptional reason why he didn't raise a complaint back then, then he can contact them explaining so.

Instead they paid him a small refund of PPI commission.

Now I see that there is a deadline to claim PPIs up until 2019, so I assumed that would be the case with Barclaycard as well? Should he complain again stating this? Or have they won?
