DVLA Fees

I have a question regarding replacement driving licence fees I wondered if any DVLA-savvy people could help with...

I'm In the process of applying for a Provisional lorry entitlement and filling out the D2 form. When applying for this you're supposed to return your photocard licence with it , however I have lost mine. There is a tick box on the form also to say that you've lost the licence and request a new one.
My question is... do I need to enclose the £20 fee for this replacement?

There is no fee to get the provisional entitlement so my thinking is that there wouldn't be a fee considering they were replacing it for me for free when doing this anyway?

Any advice appreciated. I just don't want the forms coming back to me :(
