Heating Recommendations for all electric flat

My elderly mother has a two bedroom flat which is about 40 years old and originally had warm air heating. The heating unit gave up a couple of years ago and, due to her age and income, my mum qualified for free storage heaters to replace the warm air system. The problem is, she was only allowed three heaters, so she chose to have one in each bedroom and one in the living room. This means that the bathroom, kitchen and hall are absolutely freezing in the winter - not brilliant when you're 86. I have inherited a small sum of money and was wondering if under floor heating might be a better option that I could get for her. Her floors are concrete and, being elderly, she is partial to carpet rather than laminate or wooden floors! Any advice would be greatly appreciated.

I got someone a paor of ceramic wall heaters, they just plug into a socket, but I'm not sure how much they cost v underfloor.
Something like this but they were plain white and were about 50 from MachineMart

You have a good heart and I really appreciate the way you're taking care of your elderly mother.
A simple oil filled heater like http://amzn.to/2AxPt5I might be a good solution for her kitchen. For the bathroom perhaps a electric towel rail like http://amzn.to/2jiXYhE would be a good idea.
But for a much better evenly heated rooms she is better of with underfloor heating like http://amzn.to/2zyr6I4 . However if she prefers carpets like you said, you can still get her underloor heating but with an appropriate underlay like http://amzn.to/2AuiCyT

Thank you magn8p, that's brilliant. I do like the idea of under floor heating, and the bathroom is small enough that I'm sure a heated towel rail would be sufficient to take the chill off.
My mum is a lovely lady who has done so much for me, my husband and children over the years, so it is a pleasure to be able to repay a bit of her kindness.0 -
