Painting Problems

Good Evening,

I have a 1920’s semi, we have had issue on the landing before with Alkali when replastered but nowhere else.


Last weekend I painted my soon to be born babies nursery and the chimney Brest in that room left some of those wet looking marks after painting - dry to the touch but feels cold and looks wet.

Earlier this evening I discovered the room was actually papered and so pulled it off the chimney brest. The plaster looks in good condition (paper pulled off easily and left no revenants, so I have 2 questions.

Can I get away with mist coating the plaster (doesn’t look like it was done before the wall paper was put on) and then top coating.

Failing that I do have alkali resisting primer should I use that instead?

Or should I be doing something else?
