I think I must be showering wrong because it's never even occurred to me to wipe the tiles off afterwards, let alone spend ten minutes doing it. Surely they're supposed to get wet?0

I wouldn't repaint it myself, I would hire a guy that I use for all my maintenance. Changing a light bulb is about the maximum DIY I can stand
My landlord lives in France (I'm UK) so inspections never take place.
My tiles are always wet afterwards, even with the window open. So I wipe them dry as I assumed they would start to stain.
I guess the conclusion is that the landlord isn't responsible, even though it's his fault that it's peeling. He's a decent guy, so I'll probably send him an email and get his thoughts.

No. After I moved in they handed over all the duties to the landlord himself. So I can have as many animal feces all over the place and holes in the walls as I wish!0

So where does the legally-required UK address for your landlord go to?
Do you pay your rent with tax withheld, which you then pay direct to HMRC on his behalf?

Not to do with the paint but I rented a place without an extractor fan in the bathroom (& used the shower much more often) and the only/best way to avoid the walls/mastic/ceiling getting mouldy (even with window open) was to use a Window vac to remove all water/condensation on the tiles and window after use. It would only take a minute.

You say LL is a decent guy, and you do appear to be putting in extraordinary effort to keep bathroom clean and in good repair.
Try an informal approach to the landlord first, pointing out that despite the open window and Fran heater (oh, autocorrect!) the ceiling paint is peeling, and would he care to get it painted, to avoid plaster damage? You could volunteer your diy guy, but try to ensure ll has clearly offered to pay in writing before engaging the chap.

Thanks for the window vac idea, Dannim. It doesn't really take long at all to wipe them off with a rag, it's just a bit of a pain. When I lived at home the window in our bathroom was always open, but the walls ended up with that stuff on it, is why I wipe it down.
He has a UK address, Adrian. He's retired from a very respectful, well-paid profession, so I'm quite sure he's legit.0
