Unvented ticket required to replace a 15l point of use water heater?

Is it a requirement to hold an unvented ticket to carry out a replacement of a unvented p.o.u 15l water heater like for like .
I know you need one to install 15l > from scratch, but what about to replace one, or service one... I'm suspecting the ans is yes, but can not find the ans I'm looking for .

I’m g3 qualified and I sure I remember anything 15l and under didn’t req the ticket. That’s how combi boilers get away without being under the g3 regs as the water content is under 15l.0

I may stand corrected , but I think the the G3 regs have changed , anything below 15l you don't need G3 ticket, so the grey area is, does it mean a 14.9l is fine, and that a 15l now requires an unvented ticket !

Reading the g3 documents on the web it’s says at 3.19 about 15 and under, it’s not saying there about qualifications, it’s talking about meeting g3 requirements but I would think as there using the term 15 and under there you wouldn’t need to be g3 to install anything 15 and under.0
