OP is your supply metered or RV billing? That's your only option: if RV, switch to metered and you cannot lose, as you can revert back to RV in the first 12m.
I'm still baffled as to why you think you can get any single person discount on a metered supply, be it gas, water or electricity?No free lunch, and no free laptop

Although very unlikely, if it is deemed not practical to fit a meter at your property by the water company then they have to let you apply for assessed charges & they do have to take into account if you are a single person living alone in the property. But like I say it's very unlikely you live in such a property.0

Sorry, but welcome to the real world, if the utility companies gave out discounts just because the other half dumped you then bills would be up for the rest of us, if you are that badly off try going to the benefits office.
you can get discount food from a food bank.
