Charges for receiving texts in Malta

Hi Moneysavers.
I have a telephone business account with O2 via the Hull Kingston Communications. My husband recently had to visit his father who was ill in Malta. When the bill was received weeks later hundreds of messages to a message centre tel =447802000332, International roaming call costs 21p + VAT. The network linked upto in Malta was vodafone.
Kingston tell me that some networks charge for receiving text messages. But were not very sure. Martin seems to say receiving texts is free.
Anyone else had similar problem?

i never paid for recieving texts when in cyprus last week0
