NTO issued but I was NOT on DYLines! Parking line fault. Council photo blurry!

Hello and hyelp!
Notice To Owner came in the post stating I had parked on DYL but I wasn't! The DYLs are 3ft long for some reason and I'm definitely not on them.
I've had many parking attendants come past and say it's fine till the Council put them right (been like this a long time I think) and as long as the drive way owner is ok with it then fine. Then I got a fine.
I've sent Brighton Council images of me parked and appealed.
It is a Restricted Parking street within bays for Permits and P&D. I am parked outside of bay areas in between 2 sets of 3ft long DYLs in front of my friend's driveway.
The 1 image they took of me parked is blurred! >:( Taken from the front only. All the images I took of the space and from the side/behind and of the parking place itself show I'm not on any lines but my fine went to £70 via NTOwner.
I recently reported that the parking hours signs are missing - I thought they'd investigate and paint the lines but no one did but some guy in an unmarked van (Council shirt on) turned up taking photos but sped away when I approached.
I'm trying to find the official wording to make a formal appeal. I hope the other parking attendants were right!

Whatever sign they put up is currently dumped next to the cars. For weeks.
Think it's an hours of P&D enforcement perhaps.
The NTO states that it's a 01 but also on the other page that it's on Parking Restricted road. But I wasn't in the bay....
Any ideas how best to approach this???0 -

Think it's an hours of P&D enforcement perhaps.
That's irrelevant to any DYL, which do not rely on any sign.
If the P&D sign at a run of bays is not in place, those are currently free bays - yay! Free parking!
But NOT on DYL, unless you were loading or unloading or picking up a passenger, etc. Or disabled with a Blue Badge. So, why do you say you weren't on a DYL?
Were you behind it on the pavement - if so, the DYL stall apply there.

That's the road but the DYL are missing from where they've tarmaced. Council never replaced them.
How can I word my formal appeal now I have a NTO at £70 to emphasis that I was not parked on the DYL. My van bumper is hanging over one - my tyres aren't on them!
*I only mention the sign as the road is Controlled Zone Y permit and there's a sign at the end of the road but the actual sign in the bay stating hours applicable is down. I don't park in the bays. If the whole road is a Controlled Zone a missing sign doesn't change anything does it?0 -

Youre still better off on Pepipoo. They know the regulations inside out there, and can advise on precise wording and links to appeals
THey arent unfriendly, just dont want you to waste time of posters if you dont hae all pics, correspondence etc to hand0
