Ppi question yorkshire bank

Hi I'm new here so hope I'm in the right place.
My husband received a letter from the bank about 6 weeks ago stating he is entitled to PPI from Yorkshire bank he had to fill in a form and get the bank to stamp it and sign it before sending bavk. Anyway he did that then last week called them to check the progress to be told they had received the details but the lady in the bank handnt stamped it with the correct stamp. (We only found out coz he called them they didn't try to contact him to let him know) anyway he was told to get the info signed and stamped at the bank again but with the correct stamp which he did yesterday and sent it back next day delivery. However he was left a voice mail yesterday afternoon to ring the bank back which he has just done. He has been told his PPI claim has been randomly selected to be re-investigated and he will receive a letter when they have finished. Why is this when they had already investigated and told him he is entitled to £1400. Does this mean they could turn around and change their minds and tell him he is no longer entitled ? Why would they be re-investigating ?
