Wowcher non delivery

Wonder if anyone can help?
On 7th October I bought a gift for my grand daughter from owcher, to be delivered to my home address.
It never arrived, so I started a paypal claim, which seems to have gone on forever.
Got an email this morning from paypal saying that Wowcher had provided tracking information and the case was closed.
It was only £17.99 but its MY £17.99 and it's not right.
I have written back to paypal saying that the tracking information must be false and that I'd like to see it.
What else can I do?

Perhaps I'm missing something about how Wowcher works, have you been in touch with them? Could they not cancel the original voucher and send a replacement?0
