yes often bleach is used...but if the colour that is put on is a lighter shade than the base colour then that is a highlight:)
or that is what I am lead to believe...
years ago I use to have bleach, but then mesh was used then a blonde colour, but in more recent years honey blonde or light brown mixed with blonde
