Young cats - won't go out/come in

I have brother & sister aged 19 months; they look at the open window like 'can you believe how stupid she must be?' . . they definitely like to be inside most of the time

Mine begs to go outside but then once the door is open he'll just sit there having a long think about if this is what he really wants! I started giving him a 5 second count down and the noise seems to make him think faster haha.
