Hi,
I'm looking to create a simple web page, or maybe just a few pages joined by hyperlinks. I do want to embed video though. I would like to be able to do all the development off line on a Windows PC.
Can you recommend a free package for me to use.

How simple a web page do you want? For something as simple as text, links and embedded video, you could just use HTML/CSS in Notepad.0

If you want to use very lightweight tools (which is a good idea if you want to learn the underlying techologies), then Visual Studio Code is worth trying. It's a lightweight non-intrusive text editor for developers, but it has some nice syntax-highlighting features.0

If the OP needs more advanced features then they could install a LOCALHOST web server on their PC .. for example WAMP. (Windows version of Apache web server, MySQL database and PHP scripting engine). Or even just enable IIS if they have a Pro or higher version of windows.

If you want to do something very ordinary looking but responsive use the bootstrap 'template' - initiated by Twitter.
The next step up from this are grids.
Possibly this at the moment does not mean that much to you, but after watching a few vids on youtube you will get the gist.
If your page will be for the largest exposure pool then html5 is possibly still not yet the way to go - yet, as there is still a fair amount of legacy browsers still in use.
For yourself and people with up to date browsers, it is an excellent way to do things.0 -

Also they are ususally mobile compatible, and I find it to be very convenient and important as more than half of visitors use their gadgets in order to access the Internet. To echo this, a website needs to work on various devices - smartphone, tablet, laptop/desktop - and the layout needs to adjust accordingly. So the BBC site is 5 columns wide on a laptop but will reduce to 3, 2 or 1 depending on the device.
