PPI upheld but not all refunded

I have received a letter regarding two loans which the PPI has been upheld for, one loan the PPI is going to be refunded in full and the other they are only refunded £12 out of £480.
Does anyone know why this would not be fully refunded?

im going to call them but i didnt know if this happened to anyone else, the loans are all old and fully paid now0

Did you pay all the PPI on the second loan?. It is possible it did not run to term or, you cancelled it early.
You only get PPI back that you actually paid.0 -
yes it was all paid and wasn't cancelled early0

Are you sure you paid all the PPI to term end? It's possible you cancelled the insurance.
To be honest, it's pointless speculating about this. Ask the bank for clarification.0
