Diesel fuel is a very good penetrating lubricant, and pretty much free if you have a diesel car- just drain some from the water trap.

If it is a track rod end it could be the nut on the threads that go into the steering rack,one is left hand thread and the other is right hand thread,if you are changing the track rod end just split the nut with a sharp chisel and it will come off,if the threads are still tight in the steering rack just get two hammers,hold one against the steering rack and hit the other side with the other hammer several times moving round the tube,this should free it off,when you unscrew it place the new one next to it and screw the nut on till it is the same as the old one fit it and it wont be to far out,as you are going to have it tracked they will fine tune it,best of luck getting the track rod end out of the wheel hub assy.
