Council requirements for loft conversion

We have recently purchased a 2 bed Victorian terraced house in Newham with loft space. The loft has permanent stairs, no door, still has 2 support joists from roof to floor but is carpeted, sealed with a velux window.

When we bought the surveyor suggested we should get the room approved to be able to call it a 3 bed.

I’ve looked on Newham’s website but can’t find anything about this process, just that you don’t need planning permission to do it. I assume there is a separate process in regards to it being called habitable e.g. fire proof doors etc.

Anybody have any experience in this who could provide some guidance?

    Trying to get it approved after purchase could be a bit painful. You don't know how close or far away the room is from being compliant with building regulations and therefore how much any required work costs. I'm presuming here that you don't know how compliant it is if you don't know about Building Control. Any builder/homeowner worth their salt would have obtained approval.
    Everything that is supposed to be in heaven is already here on earth.
