Last Month Rent as Deposit - not refundable?

Then it looks like it should have a licence.This is what it stated on the site to my council
You must have a licence if you’re renting out a large HMO. Your property is defined as a large HMO if all of the following apply:
it’s rented to 5 or more people who form more than 1 household we are 5 people,
each occupy a room by themselves
it’s at least 3 storeys high it's 4
tenants share toilet, bathroom or kitchen facilities one kitchen, one bathroom for all of us
You could either
* report to the council
* do nothing
* suggest to the LL/agent that you will report to council unless you get your rent and deposit back immediately
* speak to the other .. er.... 'tenants'.... and see what they want to do
or some combination of the above0
