I want to convert MP4 video files to MP1 video format.
Using Win 7.
All the 'Free' converters I find online are not really free or they put a watermark on your video !!
And I mean free.
That is FREE to download & Free to use

Try Convertilla.
It has a facility for converting to MPG which I think (?) is the same/similar to MP1.
Simple to use and free with no added watermarks.0 -
ffmpeg converts every audio and video file I've thrown at it. It's free and lightweight.
Conversion should be as easy as running the following command:ffmpeg -i input.mp4 output.mpg
There are plenty of other settings if you want to change the aspect ratio, or... pretty much anything else.

You don't need a program unless you're converting 1GB+ files. You can just use online file converters like zamzar.0
