Not able to submit my appeal

Hey, so I got a Parking Charge Notice from P4Parking 13 days ago now.
Their reason is failure to pay and display, however they haven't filled in the slots 'period of parking from and period of parking to' on the PCN they've just put N/A. so really I could've been at the ticket machine buying my pay and display whilst they issued me a ticket... is that enough grounds for an appeal?
I've read everywhere not to pay it immediately without any research, however I chickened out and went on their site to pay the fine but the site won't load after inputting my reg and reference no. and then I tried to appeal instead and the site still won't load. On the notice it says they do not accept appeals over the phone and there is no email address either, only a postal address and on forums I have read not to send them a letter because they'll then have all of my details.

I am sure you don't want to pay the invoice particularly as there is a good chance they can't pursue you.
The PCN which is a notice to the driver of what they allege the driver did wrong. If they didn't fill it out correctly then under the Schedule 4 of POFA 2012 Paragraph 8 they can't pursue the registered keeper.
Read the NEWBIES thread on appealing PCNs.
Also ensure you alter the initial post to just mention driver and keeper. Very important as your appeal will be as Keeper.0 -

If this is a paper ticket, then you sit on it until either you appeal in writing as keeper on day 24/25 of the notice, or until you receive the Notice to Keeper, to see if that is equally as defective.
the NtK has to repeat the information on the NtD, and MUST include a period of parking. As a result if it has N/A on it, it isn't valid, and if it includes times, it isn't compliant, so still isn't valid.0 -
