    I have called the Court today who have confirmed the case has been struck out and there is no coming back from them.

    They mentioned I can still proceed with claiming costs from CEL and I am currently finalising my draft. Would I continue with the WS as if it hadn't been struck out or continue solely with the schedule of costs?

    No need for a WS now, but you could include the time spent preparing one, all the calls to the court, all the hours spent looking up case law, as I said:
    Make the costs sum nice and large, several hours at £19 per hour (read sassi's version, who got an amazing £1500!). Keep your between £100 and £400, break everything down like sassi did, piece by piece, not vague costs, and IMHO your costs might be agreed by the Court.
