PPI and Plevin

My PPI claim to Nationwide B/Society was refused and this refusal was upheld by the Ombudsman. I have now tried to make a claim under Plevin but Nationwide have advised that the FCS rules/guidance on Plevin issued 2 March 2017 do not apply to mortgages as they are not covered under S140A of the Consumer Credit Act 1974. Does anybody know if this is correct?

Certainly Plevin only applies if undisclosed commission was over 50%. Apparently, mortgage PPI was under this amount in 99% of cases.
