Where do I Stand?

Hi Guys.
I have read the FAQ Newbies thread, however I may have done this too late as I didn't start searching online until I had my appeal rejected, so I may just have to bite the bullet.
Basically I moved into a new flat at the end of September and it requires a pass to be put in the windscreen, which I have been doing.
On 17th October, I got back home late (around 2145) as I had been on holiday, forgot to put the pass in the windscreen, came down to the car at 0530 for work the next morning and found I had been given a parking notice from the delightful 'Parking and Property Management' company, £100 or £60 within two weeks.
Went to their website to appeal and this is probably where I went wrong. They have a pre-filled form and I put 'Yes' to driver of the vehicle along with my address and name, so I feel after reading this forum I've probably shot myself in the foot.
Sent off an email with a few mitigating factors, not expecting much and it was of course, rejected. I also didn't mention how dark it was and therefore the inability to see the signs which again is my own fault.
Is it now worth me escelating the appeal to the IAS and ignoring the demands for money or should I just pay the £60 now after the info I've given away?
If it was £30 I probably wouldn't have even bothered appealing but I think £60/£100 for where the place I live is kind of steep.
Anyway, any input is grateful, thanks in advance.

Half the battle Will is that you DO have a permit.
It matters not that you named the driver as this is
your own personal space
1: Check out your lease to see what it says about parking
2: The IPC is a scam set up by Gladstones Solicitors
and of course they will reject it, not really worth wasting your
time on.
The hours your ticket was issued seem un sociable and therefore
it is likely that there is someone around, maybe someone you
know who has signed up to the PPC ON A SELF TICKETING basis
for a cut of the action

So, do your homework and detective work about your lease
and involve the MA or landowner

neither
you are in IGNORE mode unless they try an LBC or an MCOL within 6 years
meanwhile , get the M.A. or whoever to get it cancelled, dont take no for an answer
talk about "peaceful enjoyment" , antiquated paper permits instead of being registered electronically etc0 -
Do a forum search for ‘hairray’ and ‘Daniel san’ who have assertively dealt with similar situations at their respective properties.
You’ll find lots of ideas for dealing with this; it won’t go away on its own and PPM are litigious - but that’s not to worry about as the forum can help with defences, with exceptionally good results.Please note, we are not a legal advice forum.
