SIP process issue

Hi
I received a PCN from SIP on 20/09/17. I waited 28 days for the letter to arrive after they had got details from the DVLA. As per the guidance here
So I started the appeals process, but the SIP appeals process has to be done within 21 days, so I can't start an appeal. Then the IAS website doesn't recognise the PCN number so I'm stuck. I actually paid the charge but they claim I parked on a hatched area which wasn't clearly marked.
What can I do?

if they havent refused yoiur appeal and passed it to the IAS then the IAS website wont be of any use to you
once the NTK has arrived , the keeper has 21 days to appeal to SIP
so if you are within that 21 day window , appeal, even if its by post if they allow the post (get a free certificate of posting from the PO CoUNTERSTAFF)
BUT assume they wont cancel , no matter what you say , there is no profit to be made in cancellations
FORGET THE IAS ,waste of time
THEN ITS IGNORE FOR 6 YEARS UNLESS YOU GET AN LBC OR AN MCOL IN THE POST , AS KEEPER0
