Showing webpage tabs side by side on toolbar

Hello

I'm trying to set up my mum's laptop. On mine, when I have Mozilla and Chrome etc all pinned to the taskbar and when I open two or more webpages from the same web browser they align on the bottom. However, on my mum's they stack one above the other. I thought the solution was to click on an empty space on the taskbar and chose 'show side by side', but this does not work.

Any solutions please?
