P4parking ltd ticket

Hi, I have returned from holiday to a letter from TNC parking services regarding an outstanding parking tickets issued by P4Parking ltd. TNC parking services have obtained information from the DVLA using a reasonable cause request to obtain the keeper of the car information.
The alleged parking ticket relates to a car park in Edinburgh. I say alleged as there was not a parking ticket on the car. Can TNC obtain information from the DVLA or is in contravention of the DPA? As there was no ticket on the car, as the keeper do I have to respond to this request for payment. Having read the threads in the Newbie forum it says to ignore any demands in Scotland as they are required to prove who the driver was? Is this what I should do, or as the keeper should I appeal the request to P4parking? Thank you

are you a scottish resident ? yes or no
ie:- if the vehicle is registered in scotland and the incident happened in scotland , then you ignore
they can certainly obtain keeper information from the dvla, they have a contract to do so, but they may have broken the DPA rules if they did it without just cause
so the answers depend on if the keeper is registered in scotland , ireland , england or wales (never assume that its the same laws throughout the uk, ESPECIALLY NOT since devolution)
ps:- most parking companies use remote ANPR monitoring , not windscreen tickets0 -
Hi, yes the registered keeper is a Scottish resident. There was no notification of a parking offence until the registered keeper received the letter from TNC parking services stating that the parking notice charge remains outstanding. No parking notice was issued.0
