CPS Midlands

Hi
I've just received my first (ever) parking ticket as I misunderstood the parking requirements. It says 'PARKING CHARGE NOTICE (PCN), CPS (MIDLANDS) LTD'
I was going to pay it right away (as after 2 weeks it jumps up from £60 to £100) however a friend has told me it's a scam and that I shouldn't pay it. I am going travelling for 2 months in 3 weeks time, so don't want to come home to big fines/having to go to court etc. I would really appreciate any advice anyone can give me.
Thank you

your "friend" is wrong , its not a sc@m

its a perfectly valid invoice for an alleged parking rules breach on private land , IF they have followed all the rules and laws etc

in fact , the fee does not "jump up" , its actually £100 reduced to £60 for an early payment to goad people into not contesting it and paying it asap

    you have 2 choices

pay up in full, or fight it

any potential court case would be months away and if you lost in court the judge will decide what you pay (the judgment) - this could be say £175 including court fees

I suggest you read the NEWBIES FAQ sticky thread near the top of this forum and dont listen to your "friends" non-legal and frankly stupid advice
  • Thank you Redx, I've spent this morning reading through various forums and websites but am finding it pretty confusing (yes I am a bit slow!). I think the general consensus is to wait for the Notice to Keeper letter, then reply with an appeal and ask for a POPLA code, then register it with POPLA. Am I right?

    Thank you again

not if they are an IPC member , no

you should check the BPA and IPC websites and see which AOS they belong to (I think its IPC - so no popla)

if it was a windscreen ticket , then yes you could wait for the NTK and then appeal it

this appeal will be refused and possibly referred to the IAS (not POPLA)

you are then in IGNORE mode for 6 years , unless you get an LBC or an MCOL, in which case you deal with those at that time

yes there is a lot to take in , we dont expect you to be expert in a few hours or days

but we will give you the facts , you then decide what to do
  • Thank you very much :)
  • Ok sorry, can you clarify- when I get the NTK and then make the appeal, is it an IPC code I ask for? Or IAS?

    neither

when the NTK arrives you appeal within 21 days as KEEPER, using the black text IPC members appeal template, "AS IS"

this will be rejected and they should offer the IAS (which you dont bother with as its a kangaroo court)

then you are in IGNORE mode unless you get legal letters or a legall claim form , within 6 years
