NCP Car Park - Glasgow Fine

Hi,
I am sorry to post a new thread but couldn't find anything matching my situation and was just looking for some help with my parking fine as don't want to ignore it for the amount to add up and up if I need to end up paying it.
The circumstance's were - My mother parked in King Street Glasgow on 29/06/16 (I think), she paid for her parking but as she got back to her vehicle it wouldn't start and in a panic called myself to go and help her. I entered the car park and was told by the attendant (Who I unfortunately took no details for) not to pay for any parking costs and he took my registration to make sure no charges would be made. Over an hour in the car park with my mother and also having to call the AA out the attendant came over again to also get the AA van's registration and confirmed us not to pay.
I then received a letter from NCP in August I believe saying I had failed to pay and asking for £50 within 14 Days, not thinking to look up all the information on this thread I immediately went online to them to appeal thinking that they would understand the situation and after me explaining and that it would all get sorted out. How wrong I know and after they rejected and advised me to appeal through the so called independent IAS who also have rejected my appeal. I have also admitted that I was the driver at the time which I was not aware NOT to do. The latest letter I have received is again from NCP stating the IAS have rejected my appeal and that I must now pay £100 within 28 days or it will be passed to debt collectors. The letter was dated 16/10/17, but the postage stamp on the envelope is dated 24/10/17 and I only received it yesterday 25/10. In a panic I searched online for ways to contact them to find out this morning they have already sent it off to the debt collectors. Also when I made the appeal online NCP states they will place my case on hold? Surely this means that the 14 days would be on hold or is it because I appealed I am automatically having to pay the £100?
If any one could confirm if I am better off just paying this so it goes away as I don't want it to go to court if I will have to end up paying a more higher cost, I already can't afford to pay the £100 as it is.

Nothing in your case is different. All newbies are asked to read the "Newbies" sticky thread at the top of the parking board. You need to read this, especially the sections about Scotland and how these should be handled.0

NCP are not members of the IPC , so why did you ring them

I don’t have a number for NCP, it was online via there webite that I have tried to contact them not over the phone0

Sorry I don't get what you are trying to say? I never mentioned calling anyone or asking about IPC or BPA ?
I appealed through the IAS as this is what NCP advised to do via Letter to me. I done the appeal online also at no point have I made any phone calls.0
