Did you misread my post? My honest opinion is that this is what is occurring, and I have seen no evidence to the contrary.

Please stop attacking me for expressing an honest opinion.

No one is 'attacking' you, but PG is right, VCS/Excel do not assign debts to third parties.

All the VCS/Excel court claims I've seen, and I'm sure you've seen loads as well, are in the Claimant's name of either VCS or Excel.

For some, they use BW Legal as their representatives with their address for service, while others are filed directly by VCS/Excel. Not sure why.

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

I have seen one, and it's clear that VCS/Excel have no involvement, the claim was signed by BW Legal, the witness statement was produced by BW Legal and Excel knew nothing about the case when contacted, and said they had sold it to BW Legal.

Unfortunately, I didn't record the call.

Your recollection is probably incorrect in that case as BW Legal do not buy parking debts.

If you don’t believe me give them a call to ask them, like I just did.
If you were not the driver write to the parking firm and tell them who was so they CANNOT hold you liable. The person who was driving the car is responsible so let them deal with it. Not you! Don’t let people with an agenda tell you otherwise.

    Do you believe them then?

After being shown to be misleading the court, why do you think they'd tell you the truth?

well, based on that, the number of wins against the Parking Companies is a fraction of a percentage. So they can claim, 100% wins - it's an approximation.

I spent the weekend reading through the forum at length and think the win rate here is about 85-90%. It used to be 99% at POPLA until Beavis.

Bargepole pointed out in another thread, odds of winning in court do increase with a Lay Rep because of his/her experience. No matter how anti Lay Rep someone might be, them's the facts, and the reports here and on Prankster's blog support them.

Coming back to the Thread subject, certainly with Excel/VCS as an example, it appears that they sell single cases to BW Legal, and keep the larger cases for themselves.
Bargepole has confirmed that it is more like 40-65% which is obviously completely different to the shockingly misleading often repeated 99% which is giving desperate posters here false confidence that it’s a doddle to win, thus their effort levels are low as they think if so many people easily win it must take no effort at all!

Really dangerous advice that is totally misleading innocent motorists.

Because I just spoke to their sales team to ask them if they buy PCN’s.

Like I said give them a call yourself if you don’t believe me. It was a thoroughly civil conversation and they had no idea of the true purpose so no reason to lie.

Give them a call again when you have a moment. Ask them if they work for people that buy debts.

Come back when you have an answer.

And yet BW Legal confirm on their own website they purchase debts for volume litigation

Yes, they do, but not from VCS/Excel for unpaid PCNs.

I stand to be corrected if anyone can show a claim form in the name of BW Legal as Claimant, relating to a VCS/Excel charge.

@Logician - suspect you are misreading that. AFAIK they work for debt purchasers and do not purchase the debts themselves. Why would they?

Largest client is Lowell Portfolio - a debt purchaser.
