I'm looking for a credit card with:
1) No foreign transaction fees
2) Visa/MC (no Amex)
3) Decent reward system -- I'm flexible whether it's cashback, air miles, some other points scheme
3a) That isn't for the first couple of months only.
4) No/minimal annual fee, unless the value of the rewards/card perks is more than the annual fee

2) Visa/MC (no Amex)

I think you'll need to choose between 1) and 3).
Aqua reward is the only one I can think of that combines both but obviously has significant limitations.0 -
All rounders tend to not be 'best buys' for anything. You are often better with two or more cards for different purposes.
Nationwide Select is my favourite multi-purpose card. No foreign transaction fees (doesn't cover cash withdrawal though) and 0.5% cashback on all UK spend.0
