Broken meter w/ photo evidence, ANPR NTK..

Hi all,
Driver had to stop at a country side park which only has 1 meter, said meter was out of order (have a picture) but it was also a pay-by-phone type.. there were several fishermen there at the time and all agreed that if it wasn't taking cash we couldn't Pay&Display... didn't even think about phone as small child needed tending to, and meter had sign saying OOO......no signal or credit?...:)
Parking here is £1 for 2hours, car was allegedly on site for 28mins (according to ANPR)
Keeper received a NTK about 10 days after alleged contravention, for £60 for early payment or £100, from Minster Baywatch, should keeper appeal and attach photo of meter? Ignore? I am torn..

The keeper should appeal.
Use the appropriate template appeal from post #1 of the NEWBIES sticky/pinned thread.
There is no need to add anything to the supplied.0 -
I would say always appeal particularly as the PPC is a BPA Member.
I would advise you save the photo and any other details until the next appeal stage -> POPLA.0 -
Not sure why you are torn, when the NEWBIES thread tells a keeper how to appeal.
Do take a photo but don't write about who parked, of course! NEWBIES thread covers it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not everyone carries a mobile phone/smart phone especially the older person as only about one in five 65 to 75 year olds own a smart phone. Many of these would not have the knowledge and skills to set up an application. Age UK is particularly concerned about car parks that only accept payment by mobile phone application as this disadvantages this age group.
If payment was by RingGo you would first have to set up an application and then open an account in order to make the payment. This would have probably taken you over the 10 minute grace period. It's ridiculous to expect people to do this if it is a ticket machine that normally accepts cash but they can't be bothered to empty it. I do wonder if they do not service the machines regularly because they know that many people will struggle with a smart phone application or will not be carrying a phone. Easy pickings especially the elderly motorist who often will be horrified at receiving a ticket and will pay up immediately. That's how scammers operate by picking on the most vulnerable.
